It's possible the Rebecca in the 1870 census died prior to the birth of a girl in November and she was named after the first Rebecca that died as an infant. The 1880 census reports her age as 11 and the 1900 census reports her birth as November 1870. Another possibility is that she was born in November of 1869 which is consistent with the data in the 1870 and 1880 census.
